A Gold color metal and enamel device 1 3/16 inches (3.02 cm) in height overall consisting of a shield blazoned: Above a chevron Argent a checky Sable and Silver Gray, charged with three lightning flashes one in pale, one bendwise dexter and one bendwise sinister Or and on a base Vert a West African symbol of the fourth. Attached to the shield at the sides and in point a Black scroll inscribed "POTENTIA ET ADDUCO" in Gold letters.
